How Windows Server 2022 licensing is priced
Windows Server is licensed per physical core, not per server. Every physical processor needs at least 8 core licenses and every server needs at least 16, so a single-socket 8-core box costs the same as a dual-socket 8-core box: 16 cores.
Core licences are sold in 2-core and 16-core packs. Above 16 cores you add 2-core packs until every physical core is covered — a 24-core server needs the 16-core base plus four 2-core packs.

Don't forget CALs — they're the hidden half of the bill
The server licence covers the operating system only. Every user or device that authenticates against the server also needs a Client Access Licence. Choose User CALs when staff use several devices, Device CALs when several staff share one terminal.
Remote Desktop Services adds a second CAL layer on top of the base CAL. A 10-seat RDS deployment therefore needs 10 base CALs plus 10 RDS CALs.
