Windows 11 activation after a hardware change: what survives, what breaks
A hardware upgrade shouldn't cost you a licence. Here is exactly which components Microsoft's activation hash cares about, and what to do the day a swap trips it.

How Windows 11 binds a licence to your PC
When Windows 11 activates, it generates a hardware hash from a weighted set of component identifiers and stores that hash with your digital entitlement on Microsoft's activation servers. The hash tolerates drift: several components can change before the machine is treated as a different PC.
The motherboard carries by far the heaviest weight. That is why an SSD swap is invisible to activation while a board replacement is treated as a new device.
- Safe: NVMe/SATA SSD or HDD replacement, clean reinstall on new storage
- Safe: RAM upgrade, GPU change, PSU change, case change, CPU cooler
- Usually safe: CPU change on the same socket and same board

Reactivation order after a motherboard swap
Work through these steps in order. Skipping straight to a support call wastes the fastest routes.
- 1. Sign in with the Microsoft account that held the digital licence, then open Settings › System › Activation › Troubleshoot.
- 2. Choose "I changed hardware on this device recently" and pick the old machine from the device list.
- 3. If no account was linked, re-enter the retail key: run slmgr /ipk <key> then slmgr /ato from an elevated prompt.
- 4. If you see 0xC004C060 or "key already in use", the key is still bound to the previous activation — release it (see below) before retrying.
- 5. Phone activation (slui 4) remains available for legitimate retail keys that fail online activation after a genuine hardware change.
Retail vs OEM: the part most guides skip
An OEM licence is legally bound to the first device it activates on. When that motherboard dies, the licence dies with it — a replacement board supplied under warranty is the one recognised exception.
A retail licence is transferable. You may deactivate it on the old machine and activate it on a new one, provided it is only ever in use on one device at a time. If you are buying specifically to survive future upgrades, buy retail.
Before you swap: a five-minute insurance policy
Two minutes of preparation removes almost all reactivation pain.
- Link the licence to a Microsoft account while the old board still boots
- Record the key: wmic path SoftwareLicensingService get OA3xOriginalProductKey
- Note the edition exactly (Home, Pro, Pro for Workstations, N/KN) — editions do not cross-activate
- Export a BitLocker recovery key before touching TPM or firmware settings

- It means the activation server considers the key already claimed by another device. Run the activation troubleshooter and select the previous device, or contact the seller to have the prior activation released if you bought a transferred licence.
- Can I move an OEM Windows 11 key to a new PC?
- No. OEM licences are tied to the first motherboard they activate on. The exception is a warranty board replacement in the same machine, which manufacturers can re-provision.
- Do I need to deactivate Windows before upgrading hardware?
