Can I activate Office without an internet connection?

Launch any Office app, choose Activate → 'I want to activate the software by telephone', then pick your country. The wizard shows an installation ID; call the toll-free activation number and read the ID to the automated system, which returns a confirmation ID you type back into the wizard.
Phone activation is aimed at air-gapped machines, retail deployments, and countries with restricted internet. It works for Office 2019 / 2021 / 2024 and volume LTSC. It does not work for Microsoft 365 subscription apps, which require an online sign-in at least every 30 days.
