No internet on the target PC? Activate Office 2024 (or any perpetual Office) by phone using the Microsoft activation IVR. Step-by-step.

When phone activation is needed
Phone activation works for any perpetual Office (2016, 2019, 2021, 2024 LTSC, 2024 Pro Plus volume). It's mandatory in airgapped networks (defense, finance), and a useful fallback when online activation fails repeatedly.
Microsoft 365 (subscription) cannot use phone activation — it requires a live connection to validate the subscription.
Get the Installation ID
Open Command Prompt as admin and navigate to the Office install folder (typically C:\Program Files\Microsoft Office\Office16). Run:
- · cscript ospp.vbs /inpkey:<YOUR-25-CHAR-KEY>
- · cscript ospp.vbs /act
- · cscript ospp.vbs /dinstid (outputs the 63-digit Installation ID in 9 blocks of 7)
Call Microsoft activation
Dial your country's Microsoft Activation Center number — current list at support.microsoft.com/contactus. The IVR walks you through entering the 9 blocks. At the end you get a 48-digit Confirmation ID.
Choose 'Activate Microsoft software'
The IVR offers a menu. Pick the activation option (usually 1).
Enter the 9 blocks of 7 digits
Read the Installation ID slowly. The IVR repeats each block back to confirm.
Receive the Confirmation ID
The IVR reads back 8 blocks of 6 digits. Write them down or have a colleague enter them as you read.
Enter back into Office
cscript ospp.vbs /actcid:<confirmation-id-without-dashes>
Verify
cscript ospp.vbs /dstatus should show 'LICENSE STATUS: ---LICENSED---'
If the IVR rejects your Installation ID
- · Make sure you ran /inpkey first to register the key with this Office install.
- · Re-run /dinstid — the Installation ID changes each time you reinstall Office.
- · Try a human Microsoft activation agent — option for 'speak to a representative' at the end of the IVR.
