Zwei Bausteine: Server + CALs
Windows Server wird in zwei Teilen lizenziert. Zunächst lizenzieren Sie den Server selbst – nach physischen Kernen, in Mindestpaketen à 16 Kerne. Anschließend lizenzieren Sie jeden Nutzer oder jedes Gerät, das sich damit verbindet, mit einer Client Access License (CAL).
Ohne beide Bausteine sind Sie nicht compliant, auch wenn technisch alles funktioniert. Microsoft-Lizenzaudits finden statt.
Schritt 1 – Serverkerne lizenzieren
Zählen Sie die physischen Kerne aller CPU-Sockel. Mindestens 8 Kerne pro Sockel, mindestens 16 Kerne pro Server. Aufrunden. Dann die Edition wählen.
- · Standard – 2 virtuelle Instanzen (OSEs) pro Lizenz. Lizenzen stapeln, um weitere VMs hinzuzufügen.
- · Datacenter – unbegrenzte OSEs auf der lizenzierten Hardware. Erweitert um Shielded VMs, SDN und Direkte Speicherplätze.
- · Essentials – Einzelserver, max. 25 Nutzer / 50 Geräte, keine CALs erforderlich.

Schritt 2 – Nutzer (oder Geräte) lizenzieren
Wählen Sie Nutzer-CALs (pro namentlich benanntem Nutzer, beliebiges Gerät) oder Geräte-CALs (pro gemeinsam genutztem Gerät, beliebiger Nutzer). Wählen Sie das Modell, das die geringere Anzahl ergibt.
Faustformel: Wissensarbeiter mit mehreren Geräten → Nutzer-CALs. Schichtarbeiter, die eine Arbeitsstation teilen → Geräte-CALs.
Nutzer-CAL vs. Geräte-CAL
Pros
- Nutzer-CAL: deckt alle Geräte einer Person ab (Laptop, Smartphone, Heim-PC).
- Nutzer-CAL: ideal für hybride und remote arbeitende Belegschaften.
- Geräte-CAL: günstiger, wenn 2 oder mehr Schichten denselben PC nutzen.
Cons
- Nutzer-CAL: Ausgaben verschwendet bei Maschinen, die nur von gelegentlichen Auftragnehmern genutzt werden.
- Geräte-CAL: nicht portierbar – ein neues gemeinsam genutztes Gerät benötigt eine neue CAL.
- Kein gemischtes Modell pro Nutzer möglich – wählen Sie ein Modell pro Workload.
Schritt 3 – RDS-CALs hinzufügen, wenn Sie Remote Desktop betreiben
Remote Desktop Services (ehemals Terminaldienste) erfordert für jeden verbindenden Nutzer oder jedes Gerät zusätzlich zu der standardmäßigen CAL eine RDS-CAL.
Standard-CALs und RDS-CALs können nicht zwischen dem Nutzer- und dem Gerätemodell gemischt werden – wählen Sie pro CAL-Typ ein Modell.
Ein konkretes Beispiel
Kleines Unternehmen mit 1 Hyper-V-Host (16 Kerne, 2 CPUs), betreibt 4 VMs. 20 Mitarbeiter, jeder mit einem Laptop. 5 davon verbinden sich per Remote Desktop.
- · 2 × Windows Server 2022 Standard (16-Kern-Pakete) → 4 OSEs abgedeckt.
- · 20 × Server-Nutzer-CALs.
- · 5 × RDS-Nutzer-CALs für die RDS-Nutzer.
Hardware inventarisieren
Physische Kerne pro Host zählen. CPU-Sockel-Layout notieren. Vor der Editions-Auswahl host-weise vorgehen.
Edition nach VM-Anzahl wählen
≤10 VMs/Host → Standard. ≥12 VMs/Host → Datacenter. Im Zwischenbereich beide Optionen durchrechnen und vergleichen.
Nutzer- und Geräte-CALs zählen
Namentlich benannte Nutzer und gemeinsam genutzte Geräte separat auflisten. Das günstigere Modell pro Workload wählen.
RDS-CALs bei Bedarf hinzufügen
Jeder, der Remote Desktop / RemoteApp / RDWeb nutzt, benötigt zusätzlich eine RDS-CAL.
Häufige Fragen
- Benötige ich CALs für einen reinen VPN-Server?
- Ja. Jeder Nutzer oder jedes Gerät, das sich bei einem Windows Server authentifiziert – VPN, Dateifreigabe, Druckserver – benötigt eine Server-CAL. Ausgenommen sind nur Server, die durch eine External-Connector-Lizenz abgedeckt sind.
- Sind SQL-Server-CALs dasselbe wie Windows-Server-CALs?
- Nein. Es sind separate Produkte, die separat erworben werden müssen. Eine SQL-Server-CAL ersetzt niemals eine Windows-Server-CAL.
- Kann ich Server 2025 auf 2022 downgraden?
- Ja. Alle Retail-Windows-Server-Lizenzen beinhalten Downgrade-Rechte auf die zwei vorherigen Versionen. Die Aktivierung erfolgt mit dem neueren Key auf dem älteren Installationsmedium.
